Dear Michael -- OEPA has submitted a funding request of $141,155 to the City of East Palo Alto for the Summer 2010 Sponsored Employment Program (SEP).
 
We are immensely grateful for the funding the City of East Palo Alto has provided to SEP in previous years.  We are also grateful to all who have come to EPA City Council meetings in the past to speak in support of SEP funding requests.
 
We need you again this year, though, more than ever before. As you may know, each year the partners who plan and implement SEP (One East Palo Alto, El Concilio of San Mateo County, JobTrain and College Track) are challenged to raise a budget of over $300,000 that pays the salaries of approximately 100 EPA youth and young adults (YYA)who participate in the program. Although we never commit to a total number of SEP positions that will be offered each year in advance of fundraising results, we strive to raise funds sufficient to serve 100 YYAs.  
 
The recruitment and interview processes for 2010 Summer SEP positions were very successful and indicative of a huge need of EPA YYAs to work this summer. However, that success has come with both good news and bad news


The good news is that there was an overwhelmingly large response to this year's application process.  As of the close of the May 14th deadline, the count of applications received was is over 350 -- the highest number in the last five years. Equally astonishing was the fact that most of the applicants showed up for an interview -- something we have never experienced in previous years.

 

The bad news is that fundraising efforts to date have not yielded resources sufficient to support our target of 100 participants.   

 

In  these difficult economic times with our young people demonstrating such a strong desire and need to work through the SEP application and interview processes, I fear that we will not be able to respond with SEP job opportunities comparable to those of previous years. And if this turns out to be our 2010 summer jobs reality - a significantly lower number of young people working -- we should all be very afraid. 
 
Members of the public can speak on the SEP funding agenda item for two (2) minutes if they attend the meeting and fill out a speaker slip 
 
If our request is approved, we will be able to meet our target of serving of 100 East Palo Alto youth and young adults this summer. Therefore, your voices are needed to let City Council Members know how important their approval action is to residents.
 
I am asking anyone who can attend this  meeting to do so PLEASE and show your support of our request. If you are willing to come AND speak in support of our request, that will be even better!
 
Your presence and support will be greatly appreciated.  Also, if you know or work with any of the more than 350 youth and young adults who have applied to SEP, please bring them with you and encourage them to say a few words in support of SEP, too.

I am writing to give you an update on the exciting mental health awareness movement that has been happening in East Palo Alto (EPA) since 2005 and to invite you to become a part of it. You can start by coming to and participating in a very special event -- our community's 3rd Annual Family Awareness Night sponsored by the East Palo Alto Mental Health Advisory Group (EPAMHAG), convened by One East Palo Alto, which is described in full below.

This event will begin with a holiday meal that we can enjoy together. Afterwards, the event will feature a discussion of mental health as a very important component of good quality of life, in general. More specifically, we'll discuss the health of our youth and young adults in relation to their families and the broader community. As still another important part of the event, we will address access to quality mental health services and resources in EPA in terms of challenges and opportunities, just as we have done in previous years.  Finally, we will highlight what is currently being done by EPAMHAG members in partnership with San Mateo County Behavioral Health & Recovery Services to eliminate longstanding disparities.
 
We urgently need your support and participation to achieve success with the 3rd Annual Family Awareness Night. From efforts conducted so far as part of our movement, EPAMHAG members have learned that much needs to be done to improve access to quality mental health services for EPA residents. We have also learned that there is a need for a special kind of healing in our community that this work can -- and must -- help bring about.

About One East Palo Alto: OEPA was established in early 2000, with leading support - a six year grant - from The William and Flora Hewlett Foundation and a subsequent major umbrella grant from the former Peninsula Community Foundation.  Since then, it has evolved into a successful 501(c)(3) nonprofit agency and the City of EPA's only community-based intermediary and premier convener. 

OEPA has also achieved many accomplishments during its nine year operating history (see enclosed OEPA fact sheet). One of the most notable accomplishments is the Sponsored Employment Program (SEP), a highly acclaimed youth summer jobs and mentoring initiative for high risk EPA youth and young adults that is a featured beneficiary of some of the proceeds raised by the luncheon (see enclosed SEP fact sheet for more information).

 
OEPA's exemplary community organizing efforts in EPA, as well as the widely recognized success of the Sponsored Employment Program, have helped garner a commitment from the Four Seasons Hotel Silicon Valley at East Palo Alto to sponsor and underwrite the luncheon for a second year.  Other support for the luncheon has been secured through sponsorships from Wells Fargo Bank, the Black Economic Council, Intel and Schwab Bank.  Still another significant source of support is Krach Family Foundation grant that will match contributions up to $10,000.
